Delphine F. Rankin, Ed.D.
Chief Executive Officer
With decades of experience in child welfare, Delphine F. Rankin, Ed.D., has led program expansion and organizational growth with a focus on children, families, and communities. Prior to her current leadership role, she held executive positions at several nonprofits and has long advocated for equity and opportunity.

Chief Executive Officer

Delphine F. Rankin, Ed.D., is a native of Chicago, Illinois, with a long and distinguished career supporting children and families in out-of-home care. Delphine is the Chief Executive Officer (CEO) at One Family Illinois.

Delphine has served in executive leadership roles for several nonprofit organizations. Prior to taking on her role as CEO, Delphine served as the Chief Operating Officer (COO) at One Family Illinois and led the process of program expansion for the organization. She is a highly motivated leader with extensive experience in administrative management, program development, budget and strategic planning, and performance. 

Delphine has found pleasure in serving others. She is an advocate for communities and promoting opportunity and progress. She serves as a board member for SAGA Empowerment Services and a member of Delta Sigma Theta Sorority, Inc. 

Delphine holds a doctoral degree in organizational leadership from Argosy University, as well as a Master of Science in Education and a Bachelor of Arts in Speech Communication from Eastern Illinois University. As a promoter of self-care, Delphine enjoys reading, traveling, and spending time with family and friends.

Christina Bernabe
Chief Financial Officer
With 15 years of experience at One Family Illinois, Christina Bernabe brings a deep understanding of nonprofit finance and a passion for mission-driven work. Before joining OFI, she held finance roles at various for-profit companies.

Christina Bernabe is the Chief Financial Officer at One Family Illinois, where she has worked for fifteen years. Previously, Christina worked for a variety of for-profit companies, including a public relations firm, law firm, retail co-op, and manufacturing. 

She loves being a part of One Family Illinois’ mission because she is passionate about organizations that help families and children. When she’s not working, you’ll find Christina at her son’s sports events, participating with her daughter in charity walks, or discussing the latest shows with friends.

Kelsey Balk
Chief Strategy Officer
With a strong background in strategic growth and team development, Kelsey Balk has been advancing One Family Illinois’s mission since 2018. She previously spent over a decade in the for-profit sector, helping launch and expand U.S. operations for both global and start-up organizations.

Chief Strategy Officer

Kelsey Balk is the Chief Strategy Officer at One Family Illinois. She has been with the organization since 2018. Prior to joining the organization, she worked in the for-profit sector for over ten years. She worked with both an international organization (Servcorp) as well as a start-up (Expansive, formerly Level Office), leading their efforts in opening their US operations, starting in Chicago, and expanding nationwide. While working in different industries, her focus is always on strategically growing the business primarily through building and developing strong teams.

Kelsey is passionate about human and civil rights and, within One Family Illinois, she co-chairs a Social Justice Committee that works both internally within the organization and with the broader community. Outside of work, Kelsey loves to travel and spending time with her friends and family.

Adoley Jordan
Chief Advancement Officer
Adoley Jordan brings over 10 years of fundraising experience to One Family Illinois, focusing on strategic fundraising to support the organization’s mission. Previously, she served as Senior Major Gifts and Planned Giving Officer at the Shriver Center on Poverty Law.

Adoley Jordan
Chief Advancement Officer

Adoley Jordan joins One Family Illinois with over 10 years of fundraising experience. As the Chief Advancement Officer, Adoley is focused on strategic fundraising and ensuring One Family Illinois has the resources needed to meet the needs of the children and families served. 


Her career in development began in Washington, DC where she worked at an NGO focused on healthcare in West Africa. Most recently Adoley served as a Senior Major Gifts and Planned Giving Officer with the Shriver Center on Poverty Law where she grew the Shriver Center’s major gift and planned giving program. 

Adoley holds a BA in Political Science and African American History from the University of Michigan and an MPH from the University of Illinois at Chicago. In her free time Adoley loves to read and spend time with family and friends.

Shaunta McGee
Chief Programs Officer
Shaunta McGee brings over 20 years of experience in social services, specializing in leadership roles that support children, families, and marginalized communities.

She holds a master’s degree in human service administration from Concordia University and a bachelor’s degree in Sociology from the University of Illinois Urbana-Champaign and has dedicated her career to ensuring equal access to healthcare and essential resources, with a particular focus on women of color and underserved populations. 

Shaunta joins us after serving as Vice President of Program Services at the Health Trust, a nonprofit in Silicon Valley that increases health equity. Her leadership skills and expertise in strengthening systems that empower families and ensure the well-being of vulnerable children will be an incredibly valuable asset to One Family Illinois.
